what type of medium will you use to develop the materials ?
there are five important variables to consider :

The first factor is the type of learning involved in your objectives.

A Second important factor in media selection is the projected availability of various media in the environment in which the instructional package will be used.

The third factor in media selection is the ability of designer to produce materials in a particular media fromat or the availability of persons with the expertise.

The fourth factor is the flexibility, durability, and convenience of the materials within a specified medium.

The fifth factor is the cost effectiveness of one medium compared to others over the long run.
